The country has&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2020-04-20\/facebook-and-google-to-face-mandatory-code-of-conduct\/12163300\" target=\"_blank\" rel=\"noopener noreferrer\">ordered<\/a>&nbsp;its Competition and Consumer Commission (ACCC) to create a mandatory code of conduct that would ask Facebook, Google and others to pay news outlets when they use its content. The code would also dictate data sharing, news ranking and revenue sharing. There will be penalties if companies don&rsquo;t follow through, as well as a binding resolution process for any disputes.<\/p>\n<p>Officials had been negotiating a voluntary code, but the COVID-19 pandemic and the sudden hit to ad revenue prompted the shift to a mandatory system. The ACCC also said that it was &ldquo;unlikely&rdquo; tech companies would come to a voluntary agreement on payments. Government treasurer Josh Frydenberg, meanwhile, argued that it was &ldquo;only fair&rdquo; that news outlets got paid for the work they were creating.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div>\n<div class=\"o-article_block pb-15 pb-5@m- mt-n35 mt-n25@m mt-n15@s\">\n<div class=\"grid@tl+\">\n<div class=\"full-width@tp- grid@tl+__cell col-8-of-12@tl+\">\n<div class=\"article-text c-gray-1 no-review\">\n<p>A draft version of the code should be ready by the end of July, although it&rsquo;s not certain when a finalized version would appear.<\/p>\n<p>We&rsquo;ve asked Facebook and Google for comment. They&rsquo;ve typically resisted paying for news, arguing that they&rsquo;re merely linking to it. However, the momentum is clearly against them in some cases. Countries&nbsp;<a href=\"https:\/\/www.engadget.com\/france-google-scraping-stories-snippets-104038211.html\">like France<\/a>&nbsp;have ordered internet firms to pay for showing news article snippets, and Google has gone so far as to&nbsp;<a href=\"https:\/\/www.engadget.com\/2019-09-26-google-removes-news-snippets-in-france.html\">remove news previews<\/a>.
