For AT&amp;T as a whole, it zeroes out. Compare that to a competitor like Netflix, which could theoretically pay AT&amp;T for sponsored data, but it would be a pure cost.&#8221;<\/p>\n<p>We asked AT&amp;T whether HBO Max will also be exempt from AT&amp;T home-Internet data caps and will update this article if we get an answer. (<strong>Update<\/strong>: AT&amp;T told us the new streaming service is not exempt from home-Internet caps, so &#8220;HBO Max would count toward your home data allotment.&#8221;) AT&amp;T home and mobile data caps are&nbsp;<a href=\"https:\/\/arstechnica.com\/tech-policy\/2020\/03\/at-comcast-keeps-charging-overage-fees\/\">suspended<\/a>&nbsp;during the coronavirus pandemic until&nbsp;<a href=\"https:\/\/about.att.com\/newsroom\/2020\/att_consumer_connected_together.html\">at least June 30<\/a>, but AT&amp;T will presumably bring them back sometime after that.<\/p>\n<p>AT&amp;T is including HBO Max at no extra charge&nbsp;<a href=\"https:\/\/about.att.com\/story\/2020\/hbo_max_launches_may_27.html\">on certain Internet plans<\/a>, which it also did with&nbsp;<a href=\"https:\/\/about.att.com\/story\/unlimited_wireless_plan_hbo.html\">previous versions of HBO<\/a>.<\/p>\n<h2>Pai&rsquo;s FCC green-lit zero-rating<\/h2>\n<p>AT&amp;T has owned HBO since it&nbsp;<a href=\"https:\/\/arstechnica.com\/information-technology\/2018\/06\/what-to-expect-now-that-att-officially-owns-time-warner\/\">purchased Time Warner in June 2018<\/a>. HBO Max, which costs $15 a month, is essentially an expansion of the HBO Now service. It&#039;s an unwieldy attempt to guide viewers.\" \/><img decoding=\"async\" src=\"https:\/\/cdn.arstechnica.net\/wp-content\/uploads\/2020\/05\/Screenshot-5070-150x150.png\" alt=\"You have to scroll quite a ways to pick through more episodes, though at least the season-skipping interface is nimble enough.\" \/><\/p>\n<p>When Democrat Tom Wheeler chaired the Federal Communications Commission, the agency&nbsp;<a href=\"https:\/\/arstechnica.com\/tech-policy\/2017\/01\/tom-wheeler-accuses-att-and-verizon-of-violating-net-neutrality\/\">ruled<\/a>&nbsp;that AT&amp;T and Verizon Wireless violated net neutrality rules by letting their own video services stream without counting against customers&#8217; mobile data caps while charging other video providers for the same data cap exemptions. In that case, AT&amp;T was letting DirecTV services stream without counting against the cap. The FCC&nbsp;<a href=\"https:\/\/arstechnica.com\/tech-policy\/2017\/02\/fcc-rescinds-claim-that-att-and-verizon-violated-net-neutrality\/\">rescinded the finding<\/a>&nbsp;less than two weeks after President Trump promoted Republican Ajit Pai to the chairmanship, and carriers have since been free to deploy data-cap exemptions as they wish.<\/p>\n<p>In July 2015, when&nbsp;<a href=\"https:\/\/arstechnica.com\/information-technology\/2015\/07\/att-gets-directv-merger-approval-must-deploy-fiber-to-12-5m-customers\/\">AT&amp;T bought DirecTV<\/a>, the Wheeler FCC imposed a&nbsp;<a href=\"https:\/\/www.fcc.gov\/document\/fcc-releases-order-approving-att-directv-transaction\">merger condition<\/a>&nbsp;that barred AT&amp;T from exempting its own online video services from home-Internet data caps.
